I think this is because of gdal-data that is being held back.  I think you need to force the upgrade with 'apt install gdal-data'.  Some libs will be removed, but I did not see anything of importance.  After doing that, there were no removals for me.

But be careful!  Check carefully what would be removed before proceeding.  I cannot guarantee it is the right thing to do, just that it seemed to work for me.

Correcting my post above: the gdal-data thing affects digikam (or at least it did to me), but not cups, hplip.  The latter seem to be due to a new version of cups coming in, as seen in a previous post: https://forum.siduction.org/index.php?topic=7869.0

Only 2 cups packages removed today with d-u. I don't have Digikam and don't have a printer, so all good. ;)

indeed, installing gdal-data helped, and after apt update, cups is well also!
