KDE Neon is a distribution by itself, even though it does not want to be called that.

@lanzi - and packagingwise there is no common nominator to debian packaging - the only thing i'm citizize in Neon. Neon was the chance to unify debian and ubuntu KDE packaging - only one guy ... nuf said. Not my friend
