Since a few month I am affected to see these errors in my journal, but I can use bluetooth nevertheless. I also googled a lonesome night and found this explanation most likely to fit:
scheint ggf ein bug zu sein https://bugs.launchpad.net/ubuntu/+source/bluez/+bug/1490349 (https://bugs.launchpad.net/ubuntu/+source/bluez/+bug/1490349)
There:
This pretty much looks like the adapter is just not automatically enabled again after you restart the service. There is currently a udev workaround rule in place to active a Bluetooth adapter directly at login-screen time which wouldn't kick in here again. If there is no general power state saver on desktop like urfkill you have to manually enable bluetooth again.
Interestingly the new systemd-227 has a new rfkill service as a new feature included! (read the NEWS of systemd)

systemd-227 does not help (I tried with newest debian sid kernel linux-4.2.3 )

Hi Community,
-- Reboot --
Sep 20 16:30:15 bluesky kernel: bluetooth hci0: firmware: failed to load brcm/BCM20702A1-0a5c-21e6.hcd (-2)
Sep 20 18:28:29 bluesky avahi-daemon[678]: chroot.c: open() failed: No such file or directory
Sep 20 18:28:59 bluesky systemd[1]: Failed to start Load/Save RF Kill Switch Status.
Sep 20 18:31:15 bluesky systemd-udevd[459]: error opening ATTR{/sys/devices/pci0000:00/0000:00:1a.0/usb3/3-1/3-1.4/3-1.4:1.0/bluetooth/hci0/brcm!BCM20702A1-0a5c-21e6.hcd/loading} for writing: No such file or directory
http://www.hillenius.com/blog/2016/06/direct-loading-firmware-bcm20702a1-0a5c-21e6hcd/
http://www.thinkwiki.org/wiki/Installing_OpenSUSE_Leap_42.1_on_a_ThinkPad_T430s#Bluetooth:_Broadcom_BCM20702
Dazu habe ich innoextract installiert.
# apt install innoextract
# innoextract g4wh01ww.exe
# cd app/Win32
# hex2hcd BCM20702A1_001.002.014.1483.1669.hex
Danach ins Verzeichnis kopieren.
# cp app/Win32/BCM20702A1_001.002.014.1483.1669.hcd /lib/firmware/brcm
Danach ein Reboot.
Im Journal steht jetzt folgendes.
-- Reboot --
Sep 20 19:06:29 bluesky avahi-daemon[775]: chroot.c: open() failed: No such file or directory
