[EN] Linux system very slow shutdown and reboot

about 1-2 min to shutdown or reboot
Kernel 4.8.1 SSD drive
Here is start of messages

Machine is stock Dell i5 optiplex 9020 about 1-1/2 yrs old -- case and fan are clean inside, connections are tight, disk (short) test shows OK,
Windows shuts down normally
I think problem started about a month ago

Find out, what's connected to that SATA port. Check the cable and the Hardware on that port.

I checked all the connections and ran a couple of disk and system checks -- nothing wrong.  I had 4.8 kernel installed.  I installed 4.0 kernel (probably i didn't need to go that far back -- maybe I could try 4.5 or 4.6 later) and all is OK, I have normal shutdown and reboot with no unusual messages.

I am affected by this also, earlier kernel is good, latest is very slow to boot/reboot/shutdown
