Since siduction is rolling release distribution, can I just upgrade rc to final release?  :D

should do just fine ;)

Ok, found it myself, it's kind of a download manager for apt. Maybe usefull on bad connections.
Ok, you can't code, but you still might be able to write a bug report for Debian's sake

apt-fast does some sort of ping test/geolocation to determine closest mirror to the user
