i am in dual boot with Windows so i would like my system clock on LOCAL not UTC.
I cannot find the file /etc/adjtime, as i am use to in Debian, to set the correct variable on LOCAL.
How can i do it in Siduction Kde.

Edit: Actually, in KDE, I just go to System-Settings --> Date and Time, and I'm able to mark/unmark UTC, and, reset the time from there successfully.

What i want to do is change definitely the Bios clock (CMOS) to local time because "Windows" works like that and we can't change it easily. So, bad or not is out of me.
I don't think Kde can do that. I think it changes the desktop clock only, but i will verify when i'll be on a Kde desktop.
It depends of the scripts of services systemd.
I'm going to create /etc/adjtime file to write LOCAL in it and see what happens. I'm practically sure it's going to work, because this is the way Debian set the system (hardware) clock to UTC or LOCAL.
As for dpkg... it only fixes the timezone to adjust the desktop-clock on the local time.

It is also possible to set Windows to use UTC from the hardware clock.
