No, KDE 4.8 does not arrive sid, it was an fix-upload to the wrong siduction repo.

Wait a bit.
Those nmu-upload was for fixing the krunner issue in desperado, which was shipped with kde 4.8.x. If you want to upgrade to 4.8.3, you also need the debian-experimental repo.
