many websites offer links to pdf-documents. Sometimes one is asked whether to open or download. But some just ask for the directory to download to.
Is there an option in iceweasel to forcing the pdf to open instead of downloading it?

Yes. In Iceweasel go to Preferences>Applications and click on the little arrows to the right of the "PDF" entry. You will be given a choice of default options. Select "Open with Okular", or you can choose another program if you wish.
