Xfce themes broken

I hope this doesn't put me in forum jail. :-(

I am reposting an issue first raised by Lend27 on Mar 18 because I think it has fallen under the radar.

Themes on my Xfce system are broken. When I change themes using either Xfce's Appearances or LXAppearance, only a subset of the theme changes are applied. It's as though SomeThingTM is overriding user settings or SomeOtherThingTM that enables full user settings is missing. The themes in question are those found in gtk2-engines-xfce and gtk3-engines-xfce.

xfce-settings-editor shows the expected value in xsettings/NET/ThemeName and ~/.gtkrc-2.0 looks fine as well.

In an attempt to diagnose and/or fix the problem, I have deleted my Xfce cache, removed a number of Siduction branding packages, switched to LightDM, and created a new user. None of these have solved the problem or provded a clue regarding what the problem might be.

Does anyone have any idea what's going on?

Started a live session for siduction-paintitblack-xfce. Changing themes as per Menu-Settings-Appearance-Style and selecting Xfce-flat changed look of panel, scrollbars as expected. Window buttons (close,minimize,...) were changed through Menu-Settings-Settingsmanager-Windowmanager and selecting some other than 'default'. (In xfce-settings-editor this goes to /xfwm4/general/theme).

After "apt update" and "apt install xfwm4-theme-breeze" I could select breeze-style buttons in the latter. Further, "apt-get install gtk-chtheme gtk-theme-switch" gave me two more tools to select and preview themes. In this live session after changing themes I can find those settings in ~/.gtkrc-2.0 and ~/.config/xfce4/xfconf/xgce-perchannel-cml/xsettings.xml, perhaps check rw permissions.

(It might be true that the other post has fallen under the radar, but maybe the reason for no answers there is that no-one wanted to post some "here not" entry ;) )

Thanks for the reply. Permissions check out fine. I'll continue to scratch my head as to why it's broken on this system.

For completeness, here's a screenshot of paintitblack live with an (attempted) theme change on my system. You can see, for example, the panel color isn't right.
