emoji colour not working

I use Gajim nightly and after todays DU noticed noto-emoji-color is not working all the emojis  are  black and white. But further investigation shows the same on KDE using win+.  so it looks like a Debian problem is anyone having the same issue. It was all working fine yesterday.
