keyboard problem

Hello,
I have problems with the keyboard after installation
Hardware: Acer TravelMate B116 Seri Laptop, keyboard 84 keys with one Fn key for number block replacement
Installation: xfxe, lightdm, German keyboard layout qwertz
Registration with lightdem, the keyboard revival is ok
Problem: as soon as xfxe is running, the Fn key is iterpeted as pressed, this also applies to the console.
A connected USB keyboard works without problems

All tests with
# dpkg-reconfigure locales
# dpkg-reconfigure console-setup
# dpkg-reconfigure console-data
# dpkg-reconfigure keyboard-configuration
have so far been unsuccessful.

An earlier installation with debian 9.4 had no keyboard problems.
Anybody have any idea what the problem is?

Problem solved
I had left the keyboard default on system in the XFCE settings.
After
# dpkg-reconfigure locales
# dpkg-reconfigure console-setup
# dpkg-reconfigure console-data
# dpkg-reconfigure keyboard-configuration
I assumed that XFCE takes over these system defaults, but it does not.
After manual setting under XFCE of the keyboard on PC-Intl everything is ok.

bin ich davon ausgegangen dass XFCE diese Systemvorgaben mit übernimmt, macht es aber nicht.
