As you can see it's keeped back at my installation and so no removed packages. And no, I didn't mark it as hold.

if one has a closer look into the to be removed packages one will notice that there might be some breaks/replaces are missed - so letting them go is the best choice - and re-install the devel stuff as needed.

With the current versions of libc (2.24-17), no packages are removed.
